Ignite Business Seminars - The series focuses on providing education and awareness by providing resources and tools to help businesses compete for contracting opportunities and expand their business.
Launch Virginia Beach - Developed and deployed Launch Virginia Beach, a website dedicated to small business development. A hub where the City of Virginia Beach provides resources and support to small business owners and entrepreneurs who want to start a business.
Secured funding for Small Businesses - Advocated for and secured $10 million for the 2022-2023 budget cycle for business owners.
Host Business Networking Thursdays - An event series to engage and support local business owners.
Veteran Accelerator - Advocating for an accelerator and community-wide programming that will position Virginia Beach as the national home for veteran-led startups and innovation creating a veteran-focused start-up ecosystem.
Advocate for Youth - Hosted the First Pitch Competition in Virginia Beach for young adult entrepreneurs.
Cannabis Town Hall - Hosted the First Town Hall on Cannabis in Virginia Beach that provided education and awareness about the legislation regarding the legal use of marijuana.
For Public Safety
Voted for $106 million budget for our Virginia Beach Police Department.
As a former Virginia Beach Police Chaplain, Council member Wooten provided spiritual and emotional assistance to law enforcement and their families. I also provided assistance to victims, patrolled with officers and provided stress management and crisis training as needed.

Secured funding for the District Recreational Center
Advocate for Youth - Hosted the Change the Game Youth Forum at the Annual Juneteenth Festival.
Advocate for Youth - Hosts an annual Youth Festival. The annual Youth Festival works to develop business hubs that will support and create opportunities for young adults to keep them in Virginia Beach.
Advocate for Creatives - Sponsored House Bill 2376 (introduced by Delegate Jackie Glass in 2023) for the 2024 City Council Legislative Agenda for the General Assembly to help establish the Virginia Creative Economy Grant Fund. The program would be administered by Virginia Economic Development Partnership Authority for the purpose of awarding grants to independent content creators and creatives in entrepreneurship. The would help in developing and expanding the creative economy in Virginia.
Advocate for Equitable Education
Advocate for Lower Taxes - Voted against the 2.5 billion 2023 budget where public utilities increased and lacked tax relief for Virginia Beach residents.
Lead the effort to establish the first Independent Citizens Review Panel in Virginia Beach. Served on the Independent Citizens Review Panel Interview Committee to appoint members of the panel.
Advocate for Affordable Housing
Advocate for enhancing programs that will house the homeless population and decrease pan handling and homeless encampments
Led the effort to start the Annual Juneteenth Festival celebration. Sponsored legislation to increase funding in 2023.
For the City Employees
Advocated and supported the 10% raise for City Employees and advocated for collective bargaining.
Voted to authorize a task force for collective bargaining to explore the options for implementing collective bargaining in the City of Virginia Beach.
Advocated and supported one of the highest pay raises for teachers.

Virginia Beach for the next 60 years
Council Member Wooten was sworn into office on Tuesday, November 20, 2018 to fill the unexpired term of the seat Mayor Dyer vacated as the Centerville district representative in Virginia Beach. On November 3, 2020, Council member Sabrina Wooten was re-elected as the first African American to serve a second term ever on Virginia Beach City Council. She is a native of Stuttgart, Germany, but grew up in Hampton Roads and has lived in Virginia Beach for over 21 years. Her passions include combatting poverty, advocating for local businesses and homelessness and protecting our natural resources and quality of life. Sabrina brings over twenty five years of business, leadership and administrative experience in the private and non-profit sectors.
Wooten is the creator and host of the Ignite Business Series Seminar that takes place annually to support local, small, women, minority and service disabled business owners. The business series provides businesses with the resources and tools they need to grow and expand. Councilmember Wooten also created Launch Virginia Beach (LaunchVB) a website dedicated to small business, a hub where the City of Virginia Beach provides resources and support to small business owners and entrepreneurs who want to start a business.
Wooten's professional mediation firm Strategic Impact Services, LLC, provides mediation services and business management solutions to business organizations and the community. Additionally, she serves as an Adjunct Professor at Old Dominion University where she teaches Contemporary Business Management, Public Administration and Regent University where she teaches American Government.
She was appointed to the 2018 Board of Governors for the National Association of Nonprofit Organizations and Executives. Prior to the November 2018 election, Wooten was Vice chair of the City's Minority Business Council, and Chair of the Outreach Committee. She was also a member of the Virginia Municipal League and is a member of the National Small Business Association, the National Society of Leadership and Success Honor Society and the National Association of Professional Women. Wooten is also a former Police Chaplain for the Virginia Beach Police Department.
A published author, Wooten graduated from Old Dominion University with a Bachelor of Science degree in Political Science. She received master’s degrees in business management and public administration from Regent University. She also earned a certificate in biblical studies from Liberty University and a certificate in practical theology from Regent University. She is a PhD candidate and is currently pursuing a Ph.D. in Public Policy and Administration with a concentration in nonprofit management and leadership. Wooten resides with her husband, Donald in District 7.
